In September 2026, Google handled 93.47% of all searches in the UAE (StatCounter). Almost the whole country is online too: about 11.3 million internet users, 99% of the population, by late 2025 (DataReportal). Whatever you sell, from motorised blinds in Jumeirah to dental implants in Abu Dhabi to off-plan apartments in Dubai South, the person you want is typing it into Google on their phone.
So why do so many business owners in Dubai tell me, “Google Ads is too expensive here”?
A while ago the owner of a premium blinds and curtains brand asked his team a simple question: “What am I actually getting for my 30,000 dirhams a month?” Nobody could answer. The dashboard showed hundreds of conversions. When I opened the account, every tap on the WhatsApp button was being counted as a lead, and most of the campaigns were bidding against each other for the same searches. Google wasn’t too expensive. The account was teaching Google to find button tappers instead of buyers.
That is what this guide is about. I’ll walk you through how Google Ads works in the UAE in 2026, what it really costs in AED (and where nobody can honestly give you a number), when to use Arabic and English, which rules apply to property and clinic ads, and the mistakes I see in UAE accounts every week. Think of it as the first meeting I’d have with you, before any proposal is on the table.
Key takeaways
- Google Search captures demand that already exists. Meta, TikTok and Snapchat create it. In the UAE you usually need both, but high-intent services should start with Search.
- There is no official “UAE cost per click”. Build your AED budget from Keyword Planner forecasts and your own conversion rate, not from agency blog averages.
- Since September 2026, Google matches Search ads by the language of the ad and the search. Arabic and English need their own ads and landing pages, not a translated copy.
- The most expensive UAE mistake is counting WhatsApp taps as leads. Track real conversations, qualified calls and sales.
- Property and healthcare ads carry extra rules (Trakheesi permits in Dubai, DHA content standards). Build them into the account from day one.
Is Google Ads worth it for businesses in the UAE in 2026?
Yes, for any business whose customers search before they buy. In the UAE that covers real estate, home services and home improvement, clinics, education, legal and corporate services, car rental, B2B suppliers and most e-commerce. The reason is intent. Someone typing “ac repair dubai marina” or “motorised blinds dubai” at 10pm has already decided they need help. Your ad appears at the exact moment they choose who to call.
Who is searching on Google in Dubai and Abu Dhabi?
An audience unlike almost any other market. The population is around 11.4 million, and the country has about 23 million mobile connections, roughly two per person (DataReportal). YouTube alone reached about 8.37 million people with ads in late 2025. Most of your buyers are expats from dozens of countries, searching mainly in English, alongside Emirati and Arab residents who often search in Arabic or switch between the two.
For advertisers, four groups matter most:
- Villa and apartment owners searching for home services, fit-out, furniture, blinds, pools and maintenance. Searches like “villa renovation dubai” or “curtains dubai price” are short, urgent and local.
- Patients and parents comparing clinics, dentists, nurseries and schools by area, often with “near me” or a community name.
- Property buyers and investors, inside the UAE and abroad. Dubai alone recorded about AED 917 billion in real estate transactions in 2025, up 20% on 2024 (Gulf News / DLD data). That money attracts a lot of advertisers into the same auctions.
- B2B buyers in free zones and mainland companies researching suppliers, software and contractors. They rarely act on a social ad but search repeatedly before they call.
Should you run Google Ads in Arabic, English or both?
For most UAE businesses, English is where the volume is and Arabic is where the competition is often thinner. If your customers include Emiratis, Arab expats or government buyers, you need both. The way Google decides changed this year: from September 2026, Search campaigns no longer have a manual language setting, and Google matches ads using the language of the ad and of the search term (Google Ads Help; Search Engine Roundtable).
In practice that means:
- Write Arabic ads natively, for Arabic searches like “صيانة مكيفات دبي” (AC maintenance Dubai), not as word-for-word translations of English headlines.
- Send Arabic ads to an Arabic, right-to-left landing page. An Arabic ad that lands on an English page wastes the click.
- Keep Arabic and English in separate ad groups or campaigns so you can see what each one costs and returns.
- Watch the Arabizi and transliterated searches (Arabic words in Latin letters) in your search terms report. They are real queries and are usually cheap.
Google Ads vs Meta, TikTok and Snapchat: which brings better leads in the UAE?
They do different jobs, and the Gulf gives social platforms more weight than most markets. DataReportal puts Snapchat’s ad reach in the UAE at about 5.13 million people, Instagram at about 8.05 million and TikTok at about 12.5 million adults (DataReportal; platforms’ ad reach figures are not unique users and can exceed the population). Those platforms are excellent at making people want something. Google is where they go once they want it.
| Factor | Google Ads (Search) | Meta (Facebook & Instagram) | TikTok & Snapchat |
|---|---|---|---|
| Buyer intent | High: the person is searching now | Low to medium: you interrupt the scroll | Low: discovery and entertainment |
| Best for | Services, urgent needs, B2B, high-ticket purchases | Visual offers, remarketing, lead forms | Younger audiences, launches, visual products |
| Cost per click | Higher | Lower | Lower |
| Lead quality | Usually higher | Mixed; needs qualifying questions | Mixed; strong for awareness |
| Language | Matched to search language | Set by audience and creative | Set by audience and creative |
| Typical role | Capture demand and close | Create demand and retarget | Create demand and reach new audiences |
For the Dubai blinds brand I mentioned, Google, Meta and TikTok all ran together, and all three improved once tracking separated real leads from taps and each channel was judged on quality. If you can afford only one channel and people already search for what you sell, start with Google. If they don’t search for it yet, start with Meta ads.
How much does Google Ads cost in the UAE?
Google Ads is an auction, run again for every single search. There is no fixed price per click. You pay just enough to beat the advertiser below you, and that depends on their bid, your bid and the quality of your ad.
How the Google Ads auction sets your cost per click in AED
Every time someone searches, Google ranks the eligible ads using Ad Rank, which combines your bid with your Quality Score: how relevant your ad is to the search, how likely people are to click it and how good your landing page is. A tightly built account can rank above a bigger competitor while paying less per click.
That is why two companies in Al Quoz selling the same service can pay very different amounts for “villa painting dubai”. One sends that search to a page about villa painting, with prices, photos of finished villas and a WhatsApp button. The other sends it to a homepage with a slider. Google rewards the first and taxes the second.
Is there a reliable average cost per click in the UAE?
Honestly, no. I looked for one. Google does not publish UAE cost-per-click data, and the “average CPC in Dubai” figures you will find online come from agency blogs that don’t show their data or method. I won’t repeat them, and I’d be careful with anyone who quotes one as fact.
What does exist is a large, transparent benchmark, though it comes mostly from US accounts. LocaliQ’s 2026 data shows an all-industry average cost per click of $5.42, a conversion rate of 8.18% and a cost per lead of $66.69 (LocaliQ). Use it to compare industries with each other, not as a Dubai price list.
| Benchmark (Search ads, 2026) | All industries | Real estate | Home & home improvement | Dentists | Physicians & surgeons |
|---|---|---|---|---|---|
| Average cost per click | $5.42 | $3.22 | $8.33 | $8.00 | $4.76 |
| Click-through rate | 6.64% | 7.61% | 6.47% | 5.66% | 6.61% |
| Conversion rate | 8.18% | 3.70% | 8.05% | 10.67% | 12.43% |
| Cost per lead | $66.69 | $102.51 | $90.92 | $72.97 | $40.04 |
Source: LocaliQ search advertising benchmarks 2026, mostly US accounts, in US dollars. Use these to compare industries, not as UAE prices.
The useful lesson is in the shape of the numbers. Real estate has cheap clicks and an expensive cost per lead, because property buyers click a lot and enquire rarely. Clinics convert well once someone lands on the right page. Home improvement sits in between. In all three, the landing page decides your profit more than the click price does.
How much budget do you need to start Google Ads in Dubai?
Work backwards from the result you need. The formula I use with every client is:
Monthly budget (AED) = leads you need per month × expected cost per lead (AED)
To get a real UAE cost per lead without guessing, use two inputs you can trust:
- Your clicks needed. Divide the leads you want by a realistic conversion rate. At the 3.70% real estate rate above, 30 leads need about 811 clicks. At the 8.05% home improvement rate, about 373 clicks.
- Your local click price. Open Google Keyword Planner, set the location to Dubai or Abu Dhabi and the account currency to AED, and read the top-of-page bid ranges for your own keywords. Multiply the clicks needed by that range.
Then run a 4 to 6 week test at that budget and replace the estimates with your own numbers. For scale, the Dubai blinds account I’ll come back to ran on 30,000 AED a month across Google, Meta and TikTok. That is one real budget, not a benchmark, but it shows what a serious home improvement brand in Dubai spends.
Two practical rules. First, aim for enough budget to collect about 30 conversions a month, or automated bidding has too little to learn from. Second, choose your account currency and time zone carefully: Google sets both permanently when you create the account (Google Ads Help). Pick AED and Gulf Standard Time if the UAE is your main market.
Which Google Ads campaign types work best in the UAE?
Google offers seven main campaign types, and picking the wrong one is one of the fastest ways to burn dirhams. Here is how they compare for UAE businesses.
| Campaign type | Where ads show | Best for in the UAE | Watch out for |
|---|---|---|---|
| Search | Google search results | Home services, clinics, property enquiries, B2B, legal and corporate services | Needs negative keywords and separate Arabic and English ads |
| Performance Max | Search, YouTube, Display, Gmail, Maps, Discover | E-commerce and lead gen with clean conversion data | Can take credit for brand searches; feeds on bad data if tracking is wrong |
| Shopping | Product listings with image and price | Online stores selling in AED | Needs a clean Merchant Center feed with prices and delivery |
| YouTube / Video | YouTube and video partners | Off-plan launches, clinics, premium products, remarketing | Rarely closes a sale alone |
| Demand Gen | YouTube Shorts, Discover, Gmail | Visual products competing with TikTok and Instagram attention | Needs strong images and vertical video |
| Display | Websites and apps | Cheap remarketing | Low-quality app placements and accidental clicks |
| App | Play Store, Search, YouTube | Delivery, booking and fintech apps | Optimise for in-app actions, not installs |
Search vs Performance Max: which should a UAE business run first?
For most businesses, Search first. Search lets you choose the keywords, read the real search terms, block the irrelevant ones and write ads for each intent and language. It also builds the conversion data that automation needs.
Performance Max is strong once you have that data, typically 30 or more real conversions a month. Launch it on day one in a new UAE account and it will hunt for the cheapest “conversions” it can find, which is often your own brand name or WhatsApp taps from people who never send a message. I add it once Search is profitable, with brand exclusions and a separate asset group for each product or service line.
When do YouTube and Demand Gen ads make sense in the UAE?
When your product needs explaining or showing. Off-plan projects, cosmetic and dental clinics, fit-out companies and luxury products all benefit from a 30 to 90 second video that answers the first objections. With YouTube ad reach of around 8.37 million people (DataReportal), it is also an affordable way to stay in front of people who visited your site but didn’t enquire. Judge it on how much it lifts your Search conversions and branded searches, not on direct sales alone.
How should you plan Google Ads around Ramadan, Q4 and GITEX?
The UAE calendar moves demand more than the month on the invoice. The next six months bring three big moments. The Dubai Shopping Festival runs from 4 December 2026 to 17 January 2027 (TradeArabia). GITEX Global moves to Expo City Dubai from 7 to 11 December 2026 (Dubai Media Office). And Ramadan 2027 is expected to start around 8 February, subject to moon sighting (The National).
Three habits help. Don’t switch campaigns off for Ramadan; search behaviour shifts in timing and topic, so review your hour-of-day reports and move budget to when your leads actually arrive. Prepare Q4 and Eid creative in advance so ads are approved before the auction gets busy. And if you sell to businesses, plan your GITEX week remarketing before the show, not after it.

What rules apply to Google Ads in the UAE?
Google’s own advertising policies apply everywhere. On top of them, the UAE has media and sector rules that affect what you can say and who can publish ads. These are the ones I check before a UAE campaign goes live. I’m not a lawyer, so treat this as a checklist to confirm with the regulator or your legal adviser.
Do you need a UAE Media Council advertiser permit to run Google Ads?
Usually not, if you are a business advertising your own products. The UAE Media Council introduced the advertiser permit in July 2025 for people who publish ads, paid or unpaid, on social media, websites and apps. Khaleej Times reported that businesses promoting only their own business do not need it, but anyone they hire to advertise for them does, and that applicants must already hold a licence that allows digital or social media marketing (Khaleej Times). The registration deadline was extended to 31 January 2026 under Federal Decree-Law No. 55 of 2023 on media regulation, and health, finance, real estate and education content may need extra approvals (Pinsent Masons).
What this means for your Google Ads: your Search ads run under your own business name, so the permit rarely touches them. It matters when you pay creators to make YouTube or Demand Gen videos, or when an agency or freelancer runs content on your behalf. Check that they hold the permit and the right trade licence.
What permits do real estate ads need in Dubai?
In Dubai, real estate companies must get an advertising permit through the Dubai Land Department’s Trakheesi system and show the permit number in the ad. DLD has fined companies for advertising without a permit, manipulating permit numbers and using expired permits, with progressive fines starting at AED 50,000 (Dubai Land Department). For Google Ads, I build the permit number into the landing page and, where it fits, the ad copy for each project, and I set reminders before permits expire. Abu Dhabi and the other emirates have their own regulators, so check locally if you advertise there. More on property campaigns in my real estate marketing guide.
What can clinics say in Google Ads in Dubai?
Less than most clinic owners expect. In September 2026, Dubai Health Authority content standards for medical advertising on social media were reported to ban absolute or misleading claims such as “the best”, “the safest”, “guaranteed success”, “100%”, “no side effects” and “immediate results”, and to require written patient consent for any photo, video or statement (Gulf Business). Those standards are written for social media, but I apply the same wording rules to search ads and landing pages. It protects the clinic’s licence, and Google’s own healthcare policies already restrict similar claims.
| Who you are | Rule to check | What to do in Google Ads |
|---|---|---|
| Any business advertising itself | Google Ads policies; UAE media content standards | No misleading claims; clear prices and terms on the landing page |
| Brand paying creators or an agency | UAE Media Council advertiser permit (reported deadline 31 January 2026) | Check permits and trade licences before video or influencer campaigns |
| Dubai real estate company | DLD Trakheesi advertising permit | Permit number on every project page and ad where it fits; track expiry dates |
| Dubai clinic or doctor | DHA medical advertising content standards | Remove absolute claims; patient consent for testimonials and photos |
What does professional Google Ads management include in the UAE?
Good management is 20% setup and 80% ongoing decisions. Here is what should happen in a well-run UAE account.
| Area | What it involves | How often |
|---|---|---|
| Account audit & structure | Campaigns split by product, intent and language; no overlap between campaigns | At the start, then quarterly |
| Conversion tracking | GA4, Tag Manager, enhanced conversions, call tracking, WhatsApp conversations, offline sales from your CRM | At the start, then weekly checks |
| Keywords & negatives | Adding winning Arabic and English searches, blocking jobs, “free” and out-of-area searches | Weekly |
| Location settings | Targeting the emirates and areas you actually serve; people in, not just interested in, those places | At the start, then monthly |
| Ads & assets | Testing headlines, offers, sitelinks, call and image assets in both languages | Every 2–4 weeks |
| Bids & budgets | Bid strategies, moving AED to what converts, seasonal plans | Weekly |
| Landing pages | One focused page per service and language, fast on mobile, with WhatsApp and call options | Monthly |
| Reporting | Qualified leads, sales, cost per acquisition and ROAS in plain language | Monthly, with weekly checks |
How do you track WhatsApp and phone leads from Google Ads in the UAE?
This is where most UAE accounts break. Buyers here would rather message than fill in a form, so WhatsApp is often your biggest lead source. The trap is that a tap on the WhatsApp button is not a lead. Many people tap and never send a message.
In the Dubai blinds account, every WhatsApp tap was counted as a conversion, and the reported numbers were up to ten times higher than real enquiries. Google and Meta were learning to find more tappers, not more buyers. I rebuilt the tracking so taps and genuine leads were recorded separately, then split leads into raw, marketing-qualified and sales-qualified. The full story is in the Dubai blinds PPC case study, and the tracking side is covered on the CRO and tracking page.
A clean UAE setup usually tracks:
- WhatsApp: the tap as a secondary action only, and the started conversation or qualified chat as the main conversion. Google is testing a “conversation started” conversion for WhatsApp message assets in some markets (Search Engine Land), so check whether your account has it.
- Calls: calls from ads and from the website, counted only above a minimum duration you agree with your sales team.
- Forms: submitted and validated, not just “button clicked”.
- Sales: imported back from your CRM, so bidding learns which searches bring buyers.
How do you measure ROI and ROAS for Google Ads in AED?
Clicks, impressions and click-through rate are diagnostic numbers. The numbers that decide whether Google Ads works are further down the funnel: cost per qualified lead, cost per sale, ROAS and lead-to-sale rate.
ROAS = revenue from ads ÷ ad spend. If 20,000 AED of ads brings 90,000 AED in sales, your ROAS is 4.5.
ROI = (profit from ads − total cost) ÷ total cost. ROI includes your margin and management fees, so it is the number that tells you whether you are making money. A 4.5 ROAS on a 15% margin product can still lose money; a 2.5 ROAS on a high-margin service can be very profitable. Work out your break-even ROAS first: one divided by your profit margin. In the Dubai case, focusing campaigns on high-intent buyers also lifted the average order from 4,000 to 6,000 AED, which matters as much as the lead count.
Freelancer, agency or consultant: who should manage your Google Ads in Dubai?
Dubai has no shortage of agencies, and each option can work. The right choice depends on your budget, how complex your account is and how much risk you can afford.
| Option | Pros | Cons | Best for |
|---|---|---|---|
| Do it yourself | No fees; you know your business | Steep learning curve; Arabic, tracking and permits add complexity | Very small budgets and hands-on owners |
| Freelancer | Affordable; flexible | Quality varies; often execution only; may not hold the licences agencies need for content | Simple accounts with clear goals |
| Agency | A team, design and Arabic copy in-house | Senior people sell, juniors manage; long contracts; accounts sometimes owned by the agency | Larger brands needing many channels |
| Senior consultant | Senior experience on your account; strategy, tracking and execution joined up | Limited capacity; not the cheapest hourly rate | Businesses that need ROI, a turnaround or a second opinion |
Whoever you pick, insist on three things: you own the Google Ads account, you see the real numbers including WhatsApp and calls, and you get a written plan for the next 90 days.
What are the most common Google Ads mistakes businesses make in the UAE?
I audit a lot of UAE accounts, and I run Google Ads for a group of UAE brands myself. The same six mistakes cause most of the waste, and none of them are about the size of the budget.
Why do my Google Ads show lots of WhatsApp leads but few sales?
Because the account counts every WhatsApp tap as a conversion. Smart bidding then finds more people who tap buttons, and your reported cost per lead looks great while the sales team complains about empty chats.
Fix: make the tap a secondary action, track started or qualified conversations as the main conversion, and import sales from your CRM.Are my own campaigns bidding against each other?
Very often. Overlapping campaigns for “blinds”, “roller blinds” and “motorised blinds” make you pay to compete with yourself and blur which product actually sells. In the Dubai blinds account, 70% of the budget was in that situation.
Fix: give each product or service its own campaign, keywords, ads and landing page, and add cross-negatives so each search has one home.Is translating English ads into Arabic enough?
No. Literal translations read badly, miss how people really search in Arabic and usually land on English pages. Since Google now matches Search ads by ad and query language, weak Arabic ads simply lose the auction.
Fix: write Arabic ads natively, build Arabic landing pages and report on each language separately. Why are my Dubai ads showing to people outside the UAE?
Usually because the location setting includes people “interested in” the location, not just those in it, or because the campaign targets the whole country when you only serve Dubai. A home services company pays for clicks from people abroad or in emirates it never visits.
Fix: target the areas you serve, choose people in or regularly in those locations, and only target overseas buyers on purpose, for example for off-plan property. Can my property or clinic ads get me fined?
Yes. A Dubai property ad without a valid Trakheesi permit, or a clinic ad promising “guaranteed results”, risks regulator action and ad disapprovals, and both cost far more than any click.
Fix: keep a permit and claims checklist for every campaign, and review ad copy and landing pages before launch, not after a complaint.Should I pause Google Ads during Ramadan or after one bad week?
Pausing resets learning and hands the auction to competitors at the moment some buyers are planning Eid purchases. Judging a new campaign after one week has the same effect.
Fix: adjust hours and offers instead of switching off, and agree a 30 to 60 day evaluation window with clear cost per lead or ROAS targets before you start. Most of these come down to the same thing: the account was set up to spend, not to learn. Fixing them rarely needs more budget. It needs the first 90 days to be planned properly.
How SaadConsults manages Google Ads for businesses in the UAE
By now you know more about Google Ads in the UAE than many people who sell it. You know it’s an auction that rewards relevance, that WhatsApp tracking decides what Google learns, that Arabic needs its own ads, that property and clinic ads carry extra rules, and that the costliest mistakes don’t show on a dashboard. The question is whether you want to learn all this with your own dirhams over the next six months, or have someone who has already made those mistakes fix them in the first 30 days.
I’m Saad. Since 2010 I’ve managed more than $200 million in ad spend across 30,000+ campaigns for 600+ clients in 26 industries. Since 2025 I’ve been Head of Marketing for a multi-brand home improvement group in the UAE, leading 15+ specialists across seven luxury brands. Earlier in my career, our team topped the brand-mention leaderboard during GITEX Technology Week in Dubai. I work with UAE businesses remotely, with calls in your business hours and campaigns in English and Arabic. You work with me directly, not with a junior account manager.

Frequently asked questions
How much does Google Ads cost per month in the UAE?
There is no fixed price. You set your own budget in AED and pay per click through an auction. Work it out from the leads you need multiplied by your expected cost per lead, using Keyword Planner bid ranges for Dubai or Abu Dhabi. Aim for enough budget to reach about 30 conversions a month so automated bidding can learn.
Can I pay for Google Ads in dirhams?
You choose your account currency when you create the account, and Google sets it permanently, along with the time zone. If the UAE is your main market, choose AED and Gulf time from the start, because changing either later means opening a new account.
Do Arabic Google Ads cost less than English ones in Dubai?
Not always, and there is no published UAE data to prove it either way. Arabic auctions often have fewer competitors, but volume is lower too. Run Arabic and English in separate campaigns and compare cost per qualified lead after a few weeks.
Is Google Ads better than Snapchat or TikTok ads in the UAE?
They do different jobs. Google Search reaches people who are already looking, so leads are usually higher intent. Snapchat and TikTok reach large audiences before they search and are better for launches and visual products. Many UAE businesses start with Google Search and add social channels for awareness and remarketing.
How long does it take for Google Ads to work in the UAE?
Search ads can bring leads within days, but stable, profitable results usually take 30 to 90 days while the account collects data, removes wasted searches and lets bidding learn.
Do I need a website to run Google Ads in Dubai?
For most campaigns, yes: a fast, focused landing page in the right language matters more than a big website. Call ads and WhatsApp can add leads, but a dedicated page with clear prices and trust signals usually converts far better.
Can a consultant outside the UAE manage my Google Ads?
Yes. Google Ads, tracking and reporting all run online. I lead marketing for a UAE home improvement group and work with UAE businesses remotely, with calls scheduled in UAE business hours.
Who owns the Google Ads account if I hire someone?
You should. Insist the account sits under your own Google account with admin access for you. With me, clients keep full ownership of their accounts, data and assets.
