In 2025 Dubai recorded more than 270,000 real estate transactions worth AED 917 billion, up 20% on the year before. Around 193,100 investors took part, 129,600 of them new to the market, and only 56.6% of investors were UAE residents (Dubai Media Office / DLD). Abu Dhabi set its own record the same year: AED 142 billion across 42,814 transactions, up 44% in value (Abu Dhabi Media Office / ADREC).
So demand is not the problem. Attention and trust are. Every launch competes with dozens of others in the same week, every broker posts the same unit on the same portals, and a large share of buyers are sitting in London, Mumbai, Riyadh or Shanghai when they first see your ad.
Here is the conversation I have most often. A sales director from a Dubai developer opens a laptop in a Business Bay meeting room and shows me a dashboard full of green numbers: thousands of leads, a low cost per lead, a busy WhatsApp line. Then the head of sales says the agents are tired of calling people who “were just looking”, and that the last launch sold mostly through brokers anyway. Both of them are right. The campaign was built to produce form fills and chat taps, and the platforms delivered exactly that.
I lead marketing for a group of seven luxury home improvement brands in the UAE, so I spend my weeks inside Dubai ad accounts, WhatsApp inboxes and villa-owner audiences. Before that I spent three years running digital marketing for a national property portal. This playbook is what I have learned about the gap between UAE property leads and UAE property buyers.
Key takeaways
- Dubai’s market is now mostly off-plan, and a large share of investors are non-residents. Your marketing has to win trust from a distance.
- Every property ad in Dubai needs a Trakheesi permit and its QR code; Abu Dhabi has its own Madhmoun permit. Non-compliant ads are a legal risk, not just a style issue.
- Google Search catches active buyers, Meta, TikTok and Snapchat fill launches, portals carry listings and WhatsApp is where deals move.
- Count real conversations, not WhatsApp button taps. Tracking taps teaches the algorithms to find tappers.
- Measure cost per viewing and cost per booking, and set the budget backwards from your sales target.
How do property buyers in the UAE search and decide in 2026?
Almost entirely online, and mostly on Google. Google handled 93.47% of searches in the UAE in September 2026 (StatCounter). Internet use sits at 99% of the population, Facebook’s ad reach is about 9.7 million people, YouTube’s about 8.4 million and Instagram’s about 8.1 million, while Snapchat reaches around 5.1 million and LinkedIn counts 10 million registered members (DataReportal, Digital 2026 UAE). Ad reach is not the same as unique users, but the message is clear: your buyers are on every major platform, often several at once.
What buyers type is very specific. I see searches like “off plan projects in Dubai”, “1 bedroom apartment for sale JVC”, “villas for sale in Abu Dhabi”, “Emaar new launch” and “golden visa property Dubai”, plus Arabic searches such as “شقق للبيع في دبي” (apartments for sale in Dubai). Each of those is a different buyer at a different stage, and each deserves its own ad and landing page.
Off-plan vs ready property: how do the two buyers search differently?
Off-plan now dominates Dubai. Cavendish Maxwell counts about 200,800 residential sales in 2025, of which 146,400 (72.9%) were off-plan and 54,400 were ready homes (Cavendish Maxwell, FY 2025). Savills reports the same pattern: 72% off-plan, up from 68% in 2024 (Savills).
The two buyers behave differently online. The off-plan buyer searches for launches, developers and payment plans, responds to video and urgency, and worries about delivery and resale. The ready buyer, often an end user, searches by community, bedrooms and budget (“3 bed townhouse Dubai Hills for sale”), spends more time on portals and wants a viewing this week. One campaign cannot serve both. Developers selling off-plan need launch funnels; brokers selling ready units need listing and area funnels.
How do international investors buy Dubai property online?
Mostly from their phones, at home, in their own time zone. Consultancy Anarock, reported by Khaleej Times, puts Indians (22%), British (17%) and Chinese (14%) buyers at the top of Dubai’s 2025 buyer mix (Khaleej Times / Anarock). Residency is a strong motive too. Abu Dhabi’s economic development department lists a minimum of AED 2 million in property for the 10-year Golden Visa, and off-plan purchases can count once AED 2 million has been paid to an approved developer (ADDED). Check the current criteria for the emirate you sell in before you use that message in an ad.
For these buyers, trust is the product: a known developer, an escrow-registered project, a permit number they can check, a real person answering on WhatsApp at 9 pm London time. Run separate campaigns per source market with their own hours, currency context and language. And remember that Meta’s housing rules follow the audience: ads reaching the US, Canada or Europe are subject to Special Ad Category restrictions (Meta for Developers), so a London campaign cannot be targeted the way a Dubai one can.
What is different about marketing property in Abu Dhabi?
Abu Dhabi is smaller, but it is growing fast and drawing foreign money. ADREC recorded AED 99.4 billion in sales and purchases in 2025, foreign direct investment of AED 8.2 billion (up 13%) and buyers from more than 100 nationalities (Abu Dhabi Media Office / ADREC). Audiences are tighter, communities such as Saadiyat, Yas and Al Reem carry the searches, and the permit system is separate from Dubai’s. In practice I treat Abu Dhabi as its own market with its own keyword lists, audiences and compliance checks, not as a radius around Dubai.
| Market figure (2025) | Dubai | Abu Dhabi | Source |
|---|---|---|---|
| Total real estate transactions | 270,000+ | 42,814 | DLD via Dubai Media Office; ADREC via Abu Dhabi Media Office |
| Total value | AED 917 billion | AED 142 billion | Same |
| Growth in value vs 2024 | +20% | +44% | Same |
| Investors / buyer origins | About 193,100 investors, 56.6% UAE residents | More than 100 nationalities | Same |
| Off-plan share of residential sales | 72.9% | Not published in the ADREC release | Cavendish Maxwell |
Which digital marketing channels work best for real estate in the UAE?
No single channel sells a tower. Each plays a role in the journey above, and the mix differs for a developer launch and a broker’s listing book.
| Channel | Role | Lead quality | Best for | Watch out for |
|---|---|---|---|---|
| Google Search ads | Capture active buyers | High | Project names, communities, “off plan” and budget searches | Competitors bid on your launch name |
| Instagram & Facebook | Launch volume, retargeting | Mixed | Video, payment-plan offers, international audiences | Easy instant forms attract casual leads |
| TikTok & Snapchat | Reach and attention | Low to medium | Younger investors, launch hype, community tours | Needs strong qualification after the click |
| YouTube | Trust and explanation | Indirect | Walkthroughs, developer interviews, construction updates | Rarely brings leads on its own |
| Property Finder, Bayut, dubizzle | Listings demand | Medium to high | Brokers with ready and resale stock | Side by side with every competitor |
| Professional and investor reach | Medium | Commercial property, high-income expats | Higher costs, smaller volumes | |
| SEO & AI search | Long-term demand | High | Community guides, project pages, buyer FAQs | Takes months to build |
| Conversation and closing | Very high | Every buyer, every market | Needs speed and proper tracking |
Property Finder, Bayut or dubizzle: do portals still pay for developers and brokers?
For brokers, yes, and they are usually the backbone. Buyers browsing a portal are already in the market, and verified, permit-backed listings with good photos and honest prices still win viewings. The limits are obvious though: you sit in a grid next to every other agency listing the same building, and the buyer relationship belongs to the portal until they call you.
For developers launching a project, portals are a support channel. Your own project page, your ad campaigns and your CRM are where you control the story, capture the data and build retargeting audiences. I advise brokers to use portals for listings and their own channels for area expertise, so buyers come back to them and not only to the portal.
Google Ads vs Meta ads for Dubai property: which brings better buyers?
Google usually brings better buyers, and Meta usually brings more of them. Someone searching “2 bedroom off plan Dubai Creek Harbour payment plan” is far further along than someone who paused on a reel. But search volume for any single project is limited, so Instagram and Facebook are what fill a launch, especially abroad.
I have not found a trustworthy published benchmark for UAE property cost per click or cost per lead, so I won’t quote one. The closest reference is LocaliQ’s 2026 data, mostly from US accounts, which puts real estate search ads at a $3.22 cost per click, a 3.70% conversion rate and a $102.51 cost per lead (LocaliQ). The lesson travels even if the numbers don’t: clicks are cheap, persuading a property buyer to enquire is not. For your own estimate, run your project and community keywords through Google Keyword Planner’s forecast for the UAE, then test with a small budget for two to four weeks before committing.
Most developers need both: Google Ads for intent, Facebook and Instagram ads for reach and overseas audiences, and retargeting to bring Meta leads back through Search when they are ready.
Do TikTok and Snapchat work for property in the UAE?
For launches and younger investors, they can. DataReportal estimates TikTok’s adult ad reach in the UAE at about 12.5 million, a figure larger than the adult population, which shows how much the platform’s audience numbers need caution (DataReportal). Snapchat reaches about 45% of the population. Both are strong for attention: a quick community tour, a payment-plan explainer, a handover reveal. Neither is where a AED 3 million decision gets made. Use them to create the first touch, then move people to a project page, a qualifying form and WhatsApp.
What rules apply to real estate advertising in Dubai and Abu Dhabi?
More than in most markets, and they are enforced. This is the part of UAE property marketing that most generalist agencies get wrong. I am not a lawyer, so treat this as a practical summary and confirm details with the regulator or your legal adviser.
| Rule | Who it applies to | What it means for your ads | Source |
|---|---|---|---|
| Dubai real estate ad permit (Trakheesi) | Brokers and developers advertising Dubai property | Get a permit before the campaign, show the permit number, follow its conditions. Covers online, print, outdoor, SMS, launches and exhibitions | DLD |
| DLD Madmoun QR code | Every Dubai ad with a permit (mandatory since 24 April 2023) | Show the QR so buyers can check the listing, the advertiser and whether the unit is sold or rented | DLD |
| ADREC Madhmoun permit | Online ads for onshore Abu Dhabi property for sale or rent | Permit from the DARI portal before the ad goes live; at most three brokers per listing or one exclusive | Al Tamimi |
| ADGM advertising permit | Property on Al Maryah and Al Reem islands (from September 2025) | Separate ADGM permit, cross-checked with Madhmoun | Al Tamimi |
| UAE Media Council Advertiser Permit | People who publish promotional content for others on social media (mandatory since late October 2025) | Influencers and freelance creators you hire must hold it; your own brand accounts do not need it | Khaleej Times |
| Meta and Google housing ad rules | Ads reaching the US, Canada or Europe (Meta); the US and Canada (Google) | No age, gender or postcode targeting for housing ads in those markets |
Do Instagram and TikTok property ads need a Trakheesi permit and QR code?
Treat them as if they do. DLD’s permit service lists electronic and online advertisements among the covered formats (DLD), and when RERA announced its inspection campaign it named “electronic platforms and social media channels” and set fines starting at AED 50,000, rising for repeat violations, with licence cancellation possible (DLD). Build the permit number and QR into your creative templates so nobody forgets them on a Friday-night post. Brokers also need a marketing contract with the owner for most permit types, so check that before the shoot, not after.
Who needs the UAE Media Council advertiser permit?
Anyone who shares advertising content for someone else on social media, websites or apps, paid or unpaid. It became mandatory three months after the Media Council announced it on 30 July 2025, it is valid for a year and it is free for the first three years (Khaleej Times; Al Tamimi). A developer promoting its own project on its own account does not need it. The finfluencer or property creator you pay to film your show apartment does. Ask for their permit before you sign, and make sure their video also carries the property permit details.
Do Google and Meta housing ad restrictions apply to UAE campaigns?
Not to audiences inside the UAE, as far as the published policies go. Google restricts age, gender, parental status, marital status and postcode targeting for housing ads in the United States and Canada (Google Ads policy). Meta applies its housing Special Ad Category to advertisers reaching the US, Canada and Europe (Meta). The moment you target British, German or Canadian investors, you lose detailed demographic targeting and have to rely on creative, language and placement to find the right people. Plan your diaspora and investor campaigns with that in mind.

How do developers and brokers run a property launch campaign in the UAE, step by step?
This is the sequence I use for a project launch. With small changes it also works for a broker’s exclusive listing or a resale portfolio.
- Secure the permits. Trakheesi permit and QR for Dubai, Madhmoun or ADGM for Abu Dhabi, launch-event permits if you hold one, and advertiser permits for any creators you hire.
- Build trust assets. The developer’s delivered projects, escrow registration, a 3D walkthrough, drone footage of the plot and the community, and a short video from someone senior at the developer.
- Launch a project page. Payment plan, handover date, floor plans, location map, permit details, FAQs and a qualifying form, fast on mobile, in English and Arabic, with key pages in the languages of your main source markets.
- Run campaigns by market. Separate campaigns for UAE residents, GCC buyers and each overseas source market, each with its own hours, message and compliance settings.
- Route every lead in minutes. Instant WhatsApp reply with the brochure, CRM assignment by language and market, and a nurture sequence of construction and launch updates.
- Optimise on viewings and bookings. Send qualified leads, viewings and reservations back to Google and Meta, and move budget to the markets and audiences that actually buy.
Developer launch vs broker listing campaigns: what changes?
A developer is selling a project over months: the job is to build a waiting list before launch day, convert it in the first weeks and keep enough demand alive for the later phases. That needs video, retargeting pools, an events calendar and a strong project page. A broker is selling inventory and expertise: dozens of units across several communities, often ready or resale. That needs portal excellence, community-level Search campaigns (“apartments for sale in Dubai Marina”), area guides for SEO and a personal brand that makes a buyer ask for you by name. Brokers running off-plan for several developers sit in between, and should keep each developer’s campaigns separate so the data stays clean.
How should WhatsApp property leads be handled?
Fast, and counted honestly. Harvard Business Review research on 1.25 million leads found that firms that contacted a lead within an hour were nearly seven times more likely to qualify it than those that waited longer, and more than 60 times more likely than those that waited a day or more (reported by SmartCompany). In the UAE, where a buyer may message at midnight from another time zone, that means auto-replies, shift cover and clear routing.
Tracking matters as much as speed. In a Dubai home improvement account I took over, every tap on the WhatsApp button was counted as a conversion, so reported numbers were up to ten times higher than real enquiries and the platforms were learning to find button-tappers. Separating taps from genuine leads was the first fix, before any campaign change (Dubai blinds case study). Property accounts make the same mistake constantly. Our CRO and automation service sets up this loop properly.
What should a UAE property lead form ask?
Enough to qualify, not so much that serious buyers leave. I usually ask five things: budget range in AED (with realistic bands for the project), timeline, purpose (live, invest or Golden Visa), country of residence and preferred contact (call or WhatsApp, and language). Use a higher-intent form with a review screen on Meta, and put the form above the fold on your Google landing page next to the payment plan and the permit QR, because those are the first things a careful buyer checks.
What are the most common real estate digital marketing mistakes in the UAE?
These six mistakes cost UAE developers and brokers more than any rise in ad prices.
Why do cheap Dubai property leads end up costing the most?
Because the campaign was optimised for the cheapest form fill or WhatsApp tap. Agents waste days calling people who cannot buy, stop calling quickly, and the real buyers go cold with everyone else.
Fix: qualifying forms, optimisation on qualified leads and viewings, and judging campaigns on cost per viewing and cost per booking. Can a property ad run without a Trakheesi permit or QR code?
It can run for a while, until someone reports it. Missing permits, expired permits and missing QR codes are exactly what RERA’s inspections look for, and fines start at AED 50,000.
Fix: make the permit number and QR part of every creative template, and keep a permit log next to your campaign calendar.Selling “luxury living” instead of answering the investor’s questions
Every launch in Dubai promises luxury, views and a prime location. The investor in London wants to know the developer’s delivery record, the payment plan, the handover date, the service charges and the likely rental demand.
Fix: lead with proof and numbers the buyer can check: delivered projects, escrow details, payment plan and a real face from the developer.Answering overseas leads on Dubai office hours
A buyer in Mumbai or Manchester messages in their evening and gets a reply the next afternoon, by which time three other brokers have sent the same brochure.
Fix: instant WhatsApp replies in the buyer’s language, CRM alerts and agents assigned to each source market’s hours.Running every market and every project in one campaign
UAE residents, Gulf buyers and European investors get the same ad, and off-plan and ready units share a budget. The data turns to mush, and Meta’s housing rules for European audiences quietly break the targeting.
Fix: separate campaigns by market and by product, each with its own message, hours and landing page.Should a developer run property marketing in-house or hire a specialist?
Many developers give a large launch budget to a junior marketer or the cheapest agency, then judge digital on the result. In this market one wrong decision on tracking, targeting or compliance can waste a whole launch window.
Fix: keep content and day-to-day coordination in-house, and bring in a specialist for strategy, tracking and campaign management until the system works. One more lesson from my portal years: scale doesn’t have to cost more. Once tracking and targeting were right, we cut monthly ad spend from 3M to 1M without losing lead volume. Most property budgets are not too small. They are leaking.
How much should you spend on real estate marketing in the UAE, and how do you measure ROI?
Set the budget from your sales target, not from a percentage someone quoted at a conference. If you need a certain number of reservations this month, work backwards through your own conversion rates. That chain gives you a budget tied to sales and shows you which stage to fix first.
Which real estate marketing KPIs actually matter in the UAE?
| KPI | What it tells you | Who should track it |
|---|---|---|
| Cost per qualified lead (AED) | Whether ads reach people who can buy | Marketing, weekly |
| Real WhatsApp conversations vs taps | Whether your conversion data is honest | Marketing, weekly |
| Lead-to-viewing rate | Whether follow-up and the offer work | Sales, weekly |
| Cost per viewing or video call | The real cost of a serious buyer | Marketing and sales, weekly |
| Cost per booking by market | Which countries and audiences really buy | Management, monthly |
| First response time | How quickly leads get a reply, in their time zone | Sales, daily |
What is a good cost per lead for Dubai real estate?
It depends on the price point, the community and the market you target. A lead for a AED 10 million villa on the Palm should cost far more than one for a studio in JVC, and still be worth it. I have not seen a reliable published UAE benchmark, and I would be wary of anyone quoting one without a source. The closest public reference is LocaliQ’s mostly US figure of $102.51 per real estate search lead. The better question is “what does a booking cost me, by market, and what is it worth?” Once you know that, the right cost per lead follows.
How SaadConsults helps UAE developers and brokers sell property
If you have read this far, you know why most UAE property marketing underperforms. It is rarely the platforms or the budget. It is chasing cheap leads, counting WhatsApp taps as buyers, running every market in one campaign, replying on office hours and treating permits as an afterthought. You can spend the next few launches learning that by trial and error, or bring in someone who has already done it at scale.
I’m Saad. I led digital marketing for a national property portal for three years (60,000+ keywords in Google’s top 10 and more than 4 million property leads across Pakistan, the Gulf, the UK, the USA and Australia). I generated around 1,500 qualified leads a month for luxury architecture projects from PKR 80 million. Since 2025 I have been Head of Marketing for a multi-brand home improvement group in the UAE, leading 15+ specialists across seven luxury brands, and in one Dubai account I turned the same 30,000 AED monthly budget into 3.3x ROAS and 100,000 AED of extra revenue a month. In total I have managed more than $200 million in ad spend for 600+ clients across 26 industries. I work with UAE businesses remotely, with calls in your hours.

Frequently asked questions
What is the best digital marketing strategy for a Dubai real estate developer?
Build trust assets and a compliant project page first, then combine Google Search for active buyers, Instagram, Facebook, TikTok and Snapchat for launch reach, YouTube for trust and separate campaigns for each overseas market. Qualify leads in the form and reply on WhatsApp within minutes.
How do real estate brokers in Dubai get more leads?
Through well-run portal listings, Google Search campaigns for communities and unit types, Instagram and TikTok content that shows area knowledge, and fast WhatsApp follow-up. Brokers who build a personal brand around a few communities usually get better leads than those relying on portals alone.
Are Instagram and Facebook leads good for UAE property?
They can be. Meta brings volume and reaches overseas investors well, but you need qualifying questions, higher-intent forms, honest tracking and fast follow-up to turn those leads into viewings.
How do I market Dubai off-plan property to buyers in the UK or India?
Run separate campaigns per country, in their evening hours, with messages built around the developer’s track record, the payment plan and the handover date. For audiences in the UK and Europe, Meta’s housing Special Ad Category limits demographic targeting, so creative and language do more of the work.
Do I need a permit to advertise property on social media in Dubai?
Plan as if you do. DLD’s ad permit covers online advertising, RERA has named social media in its inspections, and every permitted ad should show its permit number and Madmoun QR code. In Abu Dhabi, online property ads need a Madhmoun permit from ADREC.
How long does it take to see results from property campaigns in the UAE?
Paid campaigns can produce leads within days, but the first two to four weeks are about learning which markets and audiences turn into viewings. SEO for community and project pages takes several months to build.
Do you work with real estate developers and brokers in the UAE?
Yes. I work remotely with developers, brokers and portals in the UAE and Pakistan, and with campaigns targeting buyers in the GCC, the UK, the USA and Australia. The first step is a free marketing audit.
